Role of the ELAC
ELAC provides parents of English learners with the opportunities to:
- Learn about programs offered at school
- Work with the principal and School Site Council (SSC) on effective programs and services to support English learners
- Work with the principal and SSC on the development of services for English learners in the Balanced Score Card/Single Plan for Student Achievement (BSC/SPSA)
- Assist in the development of the school’s needs assessment and efforts to make parents aware of the importance of regular school attendance
- Send information via a site representative to DELAC (District English Learner Advisory Committee).
ELAC acts in an advisory capacity and not a decision-making body, but it is the voice of the English learner community.

WHAT IS ELAC?
WHAT IS ELAC?
WHAT IS ELAC?
Each California public school from Kindergarten through 12th Grade with 21 or more English learners must form a functional English Learner Advisory Committee (ELAC), which is a group comprised of parents, staff, and community members who want to advocate for English learners.

HOW STUDENTS ARE IDENTIFIED AS ENGLISH LEARNERS
Students in Kindergarten through 12th Grade whose home language is not English are required by law to be assessed in English language proficiency. In California, English Language Proficiency Assessments for California (ELPAC) are used starting 2017-2018 (transitioned from CELDT). ELPAC allows schools to identify students who need to improve their skills in listening, speaking, reading, and writing in English.
